    It is councils giving discount on their facilities courtesy of the govt obviously.

    Exactly, local authorites encourage reductions for health and leisure activities because of the links between socio-economic status and health.

    Whether or not you agree with that is another matter entirely.

    As other have said, you can get discounts on your gym membership or pay a small amount each time you use it. My local one charges £1 per month on a non-membership basis. Staying in good health is as important as anything else whether you're in work or not.
