What to do next regarding my bank charges claim?

Hello all.

I am in the process of reclaiming my bank charges under the financial hardship criteria due to having £0.00 incoming each month due to being unfit for work and a mix up at the benefits office regarding my claim for ESA and being on a plan with the CCCS.
I sent my bank charges letter (template 2) asking for my money back plus interest to HSBC 3 weeks ago and have still not heared anything from them. The letter states that they have 14 days to reply to my letter and yet they haven't bothered. What should I do now as because I owe them money on my overdraft and they owe me 3 times the amount I owe them I thought they might want to pay me off fairly quickly (in the ideal world) to settle the account but to not even get a response is a bit below the belt especially when I am in serious financial hardship.
Is this normal for HSBC. If so what is the best plan of attack (if any) going forward from this point.
Please help.
