I can only comment on the HL part of that. Transfers in as cash have no charge there but you'd pay the initial charge less the discount (which usually means nothing) plus stamp duty to rebuy. HL will also accept in specie transfers without selling the item but some fund groups have a charge, generally 25. HL is currently running an offer where it will not charge for that so you can transfer in without selling and without paying to do so.
You can transfer in all of the items you have mentioned:
If already inside an ISA wrapper you can transfer in OEICs, bonds and unit trusts into the Vantage ISA wrapper.
If not inside an ISA wrapper you can transfer the same things into the Vantage fund and share account.
An ISA itself isn't something on which AMCs are paid. The ISA will have investments inside it and those will get the rebate once they are transferred from one ISA wrapper to another that pays a rebate.
When I looked at Cavendish it looked as though it'd be more expensive to buy funds and where there was a greater AMC rebate than HL instead of a lower one that it would take too long for it to recover the higher initial cost. But this may not apply to your own selection of funds even though it seemed to for mine.0
