Advice please about a request from overseas buyer about payment

I sold a t shirt and on the listing stated for non Uk buyers to contact me for postage costs before bidding. The winning bidder was from Germany and did not contact me. Anway no problem so I sent an amended invoice to reflect the extra postage costs. My listing also states PAYPAL only but the buyer has sent me a message stating that he does not have a Paypal account and asking me to do something that I do not understand:
" hi. Michal here from germany. I dont't have paypal but send an paypal money order to: [EMAIL="xxxxxxxxxx@web.de"]xxxxxxxxxx@web.de[/EMAIL] and you get your money! Please send it as an small paket! thx. "
I do not understand what he requires as have always only accepted PAYPAL and im guessing the info in blue is an email address but it looks really strange at the end ( I have hidden the start for security ). What is a Paypal money order??
It all seems very completed and im annoyed he did not contact me for postage costs but even more angry he ignored the PAYPAL only statement.
Can I cancel the transaction as he cannot meet my payment criteria?

Didn't you have a lot of trouble with overseas buyers before?
Send him an invoice. No payment - open a NPB.My TV is broken!
Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -
Set your preferences to paypal only if thats all you wish to accept0

Its a German e-mail Address. The .de is instead of our .co.uk or .com
But yeah, i'd send him a paypal invoice as normal and if not do a NPB.2 angels in heaven :A0 -

as a seller bank transfer is hard (as in impossible) to beat and is common in Germany0

OP is the seller so would be receiving the payment not sending it to a third party.
You are fine as long as you ship to the address given on the paypal confirmation page. I think he will pay from someone else's paypal account?
The e-mail address is correct like someone mentioned before DE=Deutchland=Germany.0
