Will the CC company reduce the apr if you agree to stop spending?

Sorry if this is common knowledge (it's not really my area) but I have a card with RBS and tried to get another card to switch to a 0% apr but I have been rejected by the three applications I made to various cards (on the same day)
I just wondered if you phoned and said along the lines of I will pay off e.g £300 per month until I have paid off my £6000 debt if you will reduce the apr for this period.
Would they do this? and if so, would it affect your credit worthiness in the future?

I still managed to get the Capital One card with the note "On A Debt Management plan". I am no longer on it but what effect would that be having on my credit then?0
