    Can't say without more information.
The drive in the machine can vary and thats what you need to fix, not the PC as a whole.

It's probably a laptop type slim drive in it and firmware flashable, but without knowing exactly what drive it's hard to say if you can flash it for sure.

It is actually a slim Hewlett Packard all-in-one, no tower.
    I checked the hard drive a 500GB 7200 rpm SATA 3Gb/s and the optical drive is a Slot-load Blu-ray player & SuperMulti DVD burner, the CPU is an Intel(R) Core(TM) 2 Duo Processor T6600 [2.2GHz, 2MB].
    Does this help ?

go into my computer on windows, right click your disk drive then in the menu it creates go to properties. then go to the hardware tab and it should tell us the make and model number of your drive.
    Back by no demand whatsoever.

Once you've discovered which make and model* of drive you have you should check out The Firmware Page for further information (if any) on how to 'unlock' the drive. Alternatively, you can simply install the VLC media player; it'll play a wide variety of media formats, including DVD Video from any region.

    *An Optiarc BC-5600S, perhaps?
