Windows security alert is telling me my Anti-virus is turned off and offers me to turn it on,when I do so it remains the same. Yet,when I check my AVG anti virus,it says it is active. ???

As many discussions on here have mentioned lately, AVG has been giving problems, myself because of problems, I replaced it with AVIRA which is a great free antivirus, find it here http://www.free-av.com/en/download/index.html

I'll second the recommendation to replace AVG

That said there is an option to tell Windows that you will monitor the AV program yourself so Windows can ignore it.
