my aunt has a focus with her own insurance. my 2 cousins aged 18 and 20 both want to drive and share a car (1.4 golf). can she get a new policy for this new car and add both my cousins as named drivers?
they are not worried right now about gaining no claims bonus and want to find the cheapest way of insuring this golf for the time being. any ideas?

Yes she can insure the car as hers with your cousins as named drivers. Remember she will not be able to use her no-claims discount on the second car. She may also need to declare that she is insured on another car to both insurance companies. Alternatively she could add this car to a multicar policy.0

If she does that she will need to be honest about who the main driver is as otherwise the Insurers may not pay out in the event of a claim.

I'm sure you know much more than me being in the industry but I have been named driver on both of hubbys policies for as long as I can remember and have never had this term mentioned, let alone imposed.

It doesn't normally affect husband and wife / partners, its designed to cut prevent fronting.
As I said not all companies exclude it.0 -

She could always use the NCD on the policy which has the kids on it and re-insure the other car without NCD. It's likely an insurer somewhere will mirror/duplicate her maximum NCD anyway.Remember she will not be able to use her no-claims discount on the second car.
It's pretty obvious when you think about it.0
