Boiler help

Anyone aware of any trust funds etc for help with replacing a broken gas boiler in the UK.
We have tried Fuel Company Trusts, Government Boiler Grants and schemes (like Warm Front/Deal).
My sister's best friend is a home owner with small children and is plagued with ill health (high DLA, income support, HB, CTC, CT Benefit) and really needs to replace her boiler asap as she now has no hot water and the boiler she has is irrepairable (20+ years old).
Your ideas are appreciated.
