How much to offer?

Hi, I found the flat I liked. it's for £129.950 what is too much for me. This property only came on sell 3 weeks ago. The only problem - all appliances are quite old and have to be replaiced and shower cabin is not so good. This flat is empty now. The vendor bought this flat as an investment in December 2000 for £97 k.
I want to make an offer. So, how much I can offer?? please, advise. Thanks

    It depends on area, sold prices and how much you want it. Id say do a little research into what nearby properties have gone for. take into account what needs replacing when you make your offer. Start low, worst they can say is no. Maybe start at £110?

    I did a little search - similar flat in the same house is under offer £117.950. This flat doesn't require replaicing all appliances, you just move in with your suitcase, no need to do anything.

    Is the property "under offer" for that amount or is that the "asking price" of the property under offer?

    its on the market at 117 or offer accepted was 117? If its the case it was on the market at 117 then its almost certain they didnt receive full asking price. Perhaps start lower than 110, be cheeky, it gets you everywhere, 105? make it clear that it needs work and explain what...

    The "asking price" of the property "Under offer". This similar flat is being advertised in two EA. 1st EA says £117.950 (Under offer), 2nd EA Offers in excess of £117.950.

    This second flat is on the market at £117.950.

    find out what the flats sold for in 2007 and then offer 75%-80%
