setting up 084x 070x routing numbers with no call fees

We want to setup a couple of non-geographical number routing for a couple of new projects (ideally 084x or 070x), so we don't have to advertise personal or home numbers for the people on the projects and also because after they establish we may need to change routing to other people. It seems Ofcom have changed some of the rules, and now many companies who used to offer these for "free", now charge the owner 1 to 2p per minute for received calls (presumably because they can't make it up from 087x numbers).

Are there any reputable companies (I'm after recommendations, as I can Google as good as the next person ;) which offer this without call fees, some numbers may not get any calls at all, these as a just in case, so we don't want to pay a on-going maintenance fee (the projects might be 6 months, they might run for 6 years), but happy to pay a one-off set-up / redirection free.
