PPI on car loan

My old man took out PPI on a car loan that he didnt want (he repeatadly told the salesperson this)due to the fact he would get a large redundancy payout if the worse happened and would pay the car off with that.
After about an hour and a half with the salesmen going back and forth and having to sign numerous documents he ended up with the PPI (i know you should read everything but he got confused by the shear weight of documents). He however refused to pay this for 6 months because he didnt want it, the debt for the PPI has now been sold on and he has been forced to pay it because thay got a court order against him.
A claims company rang him up and told him they cant claim PPI on car loans - is this true?
Secondly if he can claim for mis-selling who does he claim against - the original company or the debt collection company?

Yes he can complain if sold PPI on a car loan.
I would claim this back yourself with help from the letter templates on this site.
I would complain to the company who sold the PPI.
Any problems, let us know.
