US Car Hire - One Way Fees

Flying to DC in July want to get best deal possible for either intermediate or 4X4 car. Flying back out of Tampa whole rental period is 21 days driver over 40. Does anybody know best deals/sites and how to avoid or get cheap one way fee. Best quotes so far are Car Hire 3000 they and all other quotes add on $300 one way fee.
