How to get our phones back

A local market trader has our mobiles and we can't get them back!
We asked at our local market about getting our payg orange phones unlocked a week last Saturday. They are quite old, Siemens, and a couple of market traders said they couldn't do them, but found one who said he could if we left them with him for an hour. This turned in to 2 days, which we agreed to. We got a reciept and left our contact number.
To cut a long story short he has still has them nearly two weeks later and keeps saying they will be back in the next couple of days, followed by a series of excuses - 'I've sent them away' (without our go-ahead) 'bank holiday' etc etc.
We really need them back, unlocked or still locked but feel totally powerless. Should we threaten trading standards or is there any consumer law we could quote?
Any suggestions on ways to tackle this would be welcomed,
