they arent giving you the choice between mileage or age,they mean which ever comes first.

timing chains are different from belts, they do the same job as each other its just expected that a chain should never need changing in the vehicles lifetime, it seems quite common these days for chain driven systems to fail, usually a tensioner causing this. a chain system will usually cost a good bit more than a belt, due to the extra cost in parts.
