Cheeky eBayer - I'm considering my first neg

Morning all - needing your help on an eBay matter!
Bought a dress on Thursday 21st April, won the dress at the starting prce of £4.99 and paid instantly by paypal.
As of Saturday 2nd May nothing had arrived, I was fairly relaxed with postage time as seller said she could ony post on Saturdays due to work - not a problem, but two weeks after it should have been posted I was getting a bit concerned!
I'd already emailed the seller twice beforehand with no reply, so opened a paypal dispute with item not received - still no seller response.
I decided to pull her contact details from eBay and giver her a call, conversation went something like this:
me: Just wondering where my dress had got to?
her: Oh I'm really sorry, I didn't want the dress to go for a low price, so I asked my bofriend to bid on it to stop it going for a low price and thought that he'd won it. Then I got your emails and realised what had happened. I'll post it first thing Saturday.
Needless to say I was pretty amused, she said the thing about her boyfriend bidding as if it were nothing out of the ordinary.... Also, the fact that she's read my emails beforehand and could have posted last Saturday, but didn't and didn't bother to let me know.
Honestly, some people! This girl has 1000+ feedback with 99.6% positive - so I'm guessing she's familiar with using an eBay account and that it'd be obvious that her boyfriends user ID wasn't the winning one!
Whenif I get the dress, it'll have been 3 weeks since I won it- and with this kind of behaviour from the seller I'm considering my first neg, is this too harsh or would it be too soft to leave a neutral?

I think it's possible to give a negative even if you do receive it as although it might seem a bargain (to the seller ) and is the item you wanted as you've been delayed and they attempted to shel bid. Although it might be considered hash as you did get the item you required. Prehaps a neutral and very low stars on postage maybe less hash. If they do not send it at all then negative them for sure.0
