Supplier disputes

I have ordered some translation software from a company called Babylon for which I have been charged £61. Despite numerous emails the company has failed to supply the ordered goods. I contacted Flybe (my credit card supplier) to see if they could reclaim the money for me but they have said that because the amount is less than £100 there is nothing that they can do . Does anyone know if this is correct or am I being fobbed off
