Start taking the names of everyone you come in contact with, make sure to get names of anyone you're supposedly being passed to. If your efforts are frustrated then write a letter with a record of everything you've done to date with names.

ask to speak to a manager and if they dont help ask to be put through to the complaints department bet they will fix it for you

I would go straight to Barclays Head Office Customer Relations on tel 0800 282 390. They should have the necessary information to point you to the correct Barclaycard department.
