Dell flat Screen not working :(

I have a 2 year old out of warranty Dell Flat Panel analogue monitor, model E172FP.
It had worked perfectly up until last night, but now there is no menu, no picture or display just a black screen - however when turning the monitor power off and on I get a one second glimpse of the desktop and then it's blank again.
the green power LED is constantly flashing when the PC is on, in time with a very faint ticking sound from the back of the monitor, (and even if PC is off the flashing still continues with the monitor not going into standby)
It's not a problem with the power supply or graphics card as I've changed the cables and used another monitor and all is fine there.
I have tried searching google and the best I could come up with was that it could be a capacitor/short circuit problem in the monitor .... knowing little about electrics does that sound right or is it hopefully something simpler?
I'd be grateful for any other ideas before I go for the costly fix or having to get a new monitor.

Are you getting any display at all with the monitor cable disconnected from the computer (usually a message 'No Signal' or such)?
If not, I really would suspect a monitor issue.0
