Seems crazy to send your money to him via Paypal, then have the hassle of trying to reclaim?
Ask the seller to cancel the transaction as a mutual, then just agree it and end the process. Of course if he won't do this, be sure to respond when he puts in a non paying dispute so that you are able to leave feedback at the end of the process.

Update. Item was relisted (with some missing/broken items claimed 2nd time around). The 2nd auction only achieved £102 instead of original £160 (which shows that the item was worth less than originally described), and even less if everything had been claimed/listed. I left bad feedback about the poor description. Seller then gave me an unpaid item strike. I appealed to ebay and they removed the strike within 24 hrs on the grounds that the item was not as described. It was all quite easy in the end.

All these items are part of a fully functional new boat but not mentioned as missing in the listing.

Odd that a cheepo used one off ebay would not be in the same condition as a brand new one.....

It would be odd that a used one would be in the same condition as a brand new one but it wouldn't be odd if it was complete and sea worthy when claimed to be so. No one was expecting it to be like new. Just complete and not broken unless stated. Again u'd expect that a used road worthy car would have 4 wheels, a handbreak, bonnet, a steering wheel without having to specifically ask about them. Thankfully ebay think the same.
