Duty Chemists

Does anyone know any rules, legisalation, etc, relating to Duty Chemists having to be open on their stated hours?
After being ill in bed since Friday night with flu type bug, symptoms had nearly gone but left with really bad sore throat and cold sores. Not enough to go to emergency doctor over, but chemist should be ok.
Checked on-line and opening hours in nearest town were 12noon - 1pm. Arrived at 12.10 and not open. Member of staff came to the door, but said she could not open as the duty pharmacist had not yet arrived, further, she did not know if he/she was on way as had no contact number. And as a duty pharmacist they could be coming from Manchester/Birmingham, etc - so I imagine they would get paid a fair amount for 1 hour + travel time . The person who opened the door had been there since 11.40.
Do chemists get paid extra by PCT for doing duty chemist duties on a bank holiday? By not opening on time, are they in breach of their contract with PCT?
