roof terrace.....

My question is this - downstairs the freeholder WAS a drunk who caused me a lot of problems but she seems to have sorted herself out now but as such is always out in her garden
Our bedroom have french windows which lead out onto thier entension (they use as a living room) I have asked her a couple times if we can do a roof terrace but she has denied us this
Here is the problem - we have NO PRIVACY now and nwo I am pregnant I feel it even more so - if I walk past my window or sit by the french doors to catch some rays she stares at me OR recently moved her table and chairs so she can look straight up and into our bedroom!
I want to put up some flower pots along the edge of the roof...or I was thinking about putting some trelice up by attaching it to two flower pots...do you think this is allowed? After all there is no wall at the end and no privacy for either of us?!

    What if you fall through the roof?

    A terrace onto a single extension roof not designed to hold weight like that would be ill-advised and the legalities of flying freehold a nightmare so not unreasonable she said no.

    Agreed, the extension down below was probably never designed to bear the weight of more construction on top of it, so you're unlikely to be able to construct anything without structural change below.

    You're probably on shaky ground even placing a flowerpot on her roof.

    It's actually very difficult to stare up into a bedroom from ground floor level. All you'd really get to see would be the ceiling of the upper room, so perhaps you're being a bit over sensitive here in feeling you're being deliberatly watched.

    I'd either move, as other's have suggested or if you don't want to do that, then put up some voile to give you a sense of privacy.
    The bigger the bargain, the better I feel.

    I should mention that there's only one of me, don't confuse me with others of the same name.

    but next door have a roof terrace - you see there are cement high blocks either side so theoretically we would not be using her roof - the timber would lie flat on top pof the two cement beams either side and therefore there would be a 4 inch gap between her actual roof and the floor of the roof terrace
    I have plant pots on the terrace now which she is fine with I was just going to put two big flower pots at the end of the roof, put tow wooden stakes in them and attach the trelice to it - just for a bit of privacy
    She can see into our bedroom and if I sit on a chair at the french windows she just sits there and stares at me as if I will be intimidated

    It'd probably need planning permission too.

    Permission might be refused anyway because you'd directly overlook your neighbour's garden.

    Additionally, it'd need building regs - and it might need structural alterations to her property. You might not think you'd be using her roof, but you'd be using her walls ... and they might not be strong enough.

    Maybe she's sat down there thinking you're staring at her.

    You will want proper outdoor space when you drop sprog anyway so you may as well move before you annoy her too much by putting plant pots on her roof.

    Two big plant pots, wooden stakes in them and a trellis strung between - dare I suggest that the first strong wind will take your trellis and pots crashing down upon your lower neighbour....?

    Or is that the general idea?

    Next doors roof terrace may not be legal for a start, as others have mentioned - there's more to this than putting a few bits of wood down.

    Also, what happens if one of your plant pots falls off onto your neighbour? you don't seem on the best of terms and the phrase 'where there's a blame there's a claim' may pop out to bite you.

    Take a book and go to a local park.
