Parking Question

Hi people,
I've not had a problem but have an interesting question for you as follows.
My friend lives on an estate that has a council run residents parking permit scheme.
On one side of the road there is a parking bay for 4 cars and it has one warning sign noting it is for permit holders between certain times. The residents (Its a council estate) have a habit of removing the sign (Not the pole) so that they can park non permit holding cars there. The council normally replace the sign after about a week or so.
My question for you is, they have now replaced the sign and pole but the pole is 20 feet plus with the small sign at the top (Its quite comical to see). Are tickets in this bay enforceable as I can imagine there would be some people who would genuinely not see the sign?
For instance my father has a type of athritus that affects his neck and spine which stops him looking up. For someone like him they would have to know there was a sign at the top and would then have to cross to at least the other side of the road to be able to see it.
The lines on the bays are all legal etc.
So what are your views?

signage has to be clear but if memory serves there is no height requirement.0
