need a PA who can do some work online

what is the best way of recruiting ? what about using countries such as India? also looking for some good writing skills ideally and and online experience with also some book keeping or rather double checking the accounts. any tips appreciated. as am only private individual with little income (!) but spend a lot of admin time which I want to get away from. any tips appreciated.thanks in advance
