My apr keeps rising... advice needed

I have currently a Flybe credit card which started at 24.9%. I used it for a balance transfer mainly, and the current balance is about £1,790. I am desperate to pay it off but in March the apr was raised to 29.9% and now I have had a letter stating it is to rise to 32.9% :eek: :mad:
I have not used it for about 5 months and pay just above the minimum payment as I have been trying to get other things sorted and am almost there.
What is my best plan of action......? I did call them and they were no help bar to say I need to write in to complaints team.
I have tried to get a loan to cover the balance but can't get one, so don't want to ruin my credit record when I am trying so hard to get it back on track.
I have 2 other cards which are lower rates but not enough on to do a balance transfer. Is my best plan of action just to pay the minimum on the other cards and put as much on here as I can?
