Can the bank taker their charges for your JSA

I bank with Natwest bank. but have been incurring bank charges since Jan.09. The charges are for drawing money from my account. I draw my job seekers allowncce, but the back has taken bank charges from the previous month because I've had to draw my job seekers money but the bank eats up my job seekers money in charges. so each month it's rolling over to charges because I have to draw out £100 money JSA fortnightly...
I was laid of from my job. And told he back about this as I had a un authorised overdraft. this is how the charges started. this wasn' the problem.
the problem was.. Nat west wanted me to do an agreement. to stop the charges. and requested that I pay back £60 amonth. this was difficult as I am on job seekers money.
I kept up my payments, but changed address and I didn't receive my job seekers intime.
so the back charged me £30 for not paying and cancelled the agreement.
but when the JSA went in my account. I withdrawn it, but then was charged another £30 because they had taken £30 in bank charges...and this is and what has been happeing since jan. Im getting nowhere with the bank.
I ask a simple question to them.
Can they take bank charges from my JSA
Then answer is no.
they can't take money from my basic living allowance.
I've paid 100's of £££ in these charges from my job seekers.
I am now changing my bank. but Natwest wont freeze my account and can't they said. untill all the money owed it paid. I'm not working at the moment. I cant pay anymore than £5 a fortnight..but this isn't good enough
