Optimum time to purchase Premium Bonds

Is there an optimum time in the month to purchase Premium Bonds? My assumption is that if you buy "just after" a draw (ok, I know there is a time lapse anyway...) then presumably your money sits "idle" until it gets into the qualifying draw.
Not explaining this very well... think what I am saying is
... as long as I purchase by end of March I will make the May draw therefore purchasing as late as possible in March means my money can sit in my account whereas if I purcase early in March the money sits in "Ernie"'s account
