Situation on bank charges?

Ive looked across a few sites and found this one, however I also found the problem that they all seem to be fairly out of date? I cannot find information posted since 2007??

Anyway, I got a letter today from Halifax stating I am to be charged £63 for going £20 over my limit... I gave them a rang and they refused to cancel the overdraft fee - even after I stated that I am willing to close all 3 accounts with them, and 1 share dealing account. I also stated that once I have moved banks that I would be more than willing to take legal action against them. - so I will be visting a local branch ASAP (A + L by looks of it) to open an alternative account to deal with my money

Where do I stand legally with this charge? Only information I can find it something about a hold and that refunds are not being given out due to this?
