Do you refund on postage if refunding an item sold on eBay?

Hi, managed to find this post after several searches.

Just wondering, reading all your comments, just wanted to know what happens about refunds about SNAD items:

1. If the seller(A) described it briefly, eg excellent, good, and you return it, do you get both the cost + pp or just the cost of item?

2. If you felt that it was not described properly, seller(B) refuses to refund as they stated no returns i.e. private seller(B), what happens at this stage?
