So do this mean i can never use Paypal again? There must be something or it kind of defeats people having ebay accounts if they cant pay this way?0

It's the PayPal Polka because they are nothing but a bunch of automated jerks. I have had exactly the same problem over the past four days.
1. They delete your old card if the expiry date has gone. 2. You have to add a new card which they charge a £1.00 and which they say they later refund.
You then have to wait for three hundred years before they send you a four digit code to activate your new card. If you complain, like I did, and tell them that Amazon and Play.com and similar businesses can do it instantly they send you an e-mail which appears to come from a humanoid but has come from a machine called 'Suzy' or 'Ethel' saying you will have to wait for 3-5 working days. Send them another e-mail asking them if gross inefficiency is part of the system and they will send you another email but this time from a man - just to be authoritative - called Glenn.
Wait 24 hours and you will get a survey wanting to know if the replies from Suzy, Ethel and Glenn were satisfactory. They would also like to know if you would recommend them to other people. At this point you account will not have been activated even if you are a millionaire. I suggest recommending PayPal to the sand pilots of the Kalahari with their camel powered laptops.
A total waste of time.
