I would go and view the competition - what other flats are for sale in your area of a similar size and price bracket? If you are up against a lot of brand new flats you are going to have to make yours look really new and fresh - this is more about time and attention to detail than money.
You may well find you will do better to strip back the wallpaper rather than paint over - this depends upon its condition. You won't get a good finish if the wallpaper if dirty/ greasy and you can't wash it with sugar soap. Use tile paint if the old tiles are neatly laid and still well stuck, retile with cheap white ones if they are in a bad way. Tiling is really easy if you have someone to show you the basics.
Worktops will probably need replacing, choose something a bit glossy so you can polish it up and make the place look sparkly clean when you have show rounds! It may be worth getting a new sink and/ or tap at the same time if they are dated: try eBay, Freecycle and Gumtree for second-hand nearly news, I have even found a brand new (bathroom) sink being sold for £5 by my local tip!
Wickes or IKEA are great for door fronts, but you may have trouble with non-standard imperial sizes if the kitchen is old. IKEA is brilliant for cheap door handles, metal shelves and accessories which you could even take when you move. Definitely replace the floor - Wickes will sell self-adhesive vinyl tiles which are cheap, easy to lay and come in a range of colours.Declutterbug-in-progress.⭐️⭐️⭐️ ⭐️⭐️0
