Quote for mending roof - reasonable?

Hi, I was wondering if anyone can help. A roofer came to fix one part of my roof. When finished, he said that another part of the roof was deteriorating and should be fixed immediately as well.
He quoted me £400 to carry out the following work:
Apply 3x1 sand and cement fillets to all parapet walls with plastizer (walls are approx 6m each)
All holes to parapet walls will be filled to leave roof secure and watertight
All dislodged broken or cracked tiles will be replaces with new (let's say 20 tiles).
Is this reasonable? Thanks for helping
