Partner didnt pay fine for not having MOT/Insurance on car

Hi All,
Was just wondering if you could help.
My partner has recently told me that in 2007 while he was suffering from depression he got pulled over by the police for not havng MOT and insurance on his car and he was issued a fine. As he was suffering from depression and at the time had no job he never paid these fines (I know theres no excuse for not paying them). Since then he has moved address twice.
What I would like to know now as my partner wants to try and pay off these fines is:
1. Would they have gone up since they were first issued as its almost 2 years ago
2. If he gets pulled over by the police now, would they know about the previous fines he hasnt paid and if so what would they do about it?
Any help would be greatly appreciated as my partner is worrying about this.

Bummer, as far as i know if the court issued points to be added to his license and he did not send it to dvla within 6 months his license would have been automaticly revoked by dvla, happened to my brother, didnt find out until he went to hire a car for a weekend0

He sent his license off to DVLA and the points have been added. Its just the fine he didnt pay. Ive tried looking on the internet but I cant find anything to explain what will happen because he hasnt paid.

Get him to look at his credit files. He could have a ccj by now for the fines. This will have really screwed things up. Or it could be with a debt collection agency and be extortionate by now.0

The matter will be civil between him and the debt collection agency, all the police will know is that he has been done for no mot/insurance.Married 1st October 2015:heartpuls
