Capital one offer, what do i do next

Just had a letter from capital one offering me haha £24 i was asking for nearly £200 back, not only that but i checked my statement and they have just charged me another £12 for going £1 over my limit.
What do i do next as i obviously do not want to accept £24 from them.
Any help greatly received
