Air China booking problem

I'm having a problem with Air China. Yesterday I tried to book a flight from Frankfurt to Tokyo, via Beijing, using my credit card. When I typed in my dates and selected flights the price that came up was €474 on the Germany site (or 420 pounds on the UK site).
I gave all my details, credit card info, and clicked "purchase".
The confirmation page gave someone else's name, flight details, and credit card number. I was immediately worried as this is clearly a serious mistake. I received no booking emails from AirChina.
I called to find out what happened. My booking is in the system but not "completed". I asked if I could complete the booking and I was told no but given no reason why not. I was told I would not be charged.
Today I am told I will after all be charged but refunded within two weeks. The Frankfurt office told me they'd asked for this flight to be given to me at this price as a "goodwill" gesture but Beijing said no.
They have given no reason as to why this flight can't be booked. I've now been charged and received nothing.
The flight is still advertised at the same price on both the UK and Germany websites but I daren't try to book it again in case the same thing happens.
I am wondering what my position is? I thought it was illegal to advertise a product at a particular price and then it not be available to buy at that price?
I am very upset and frustrated. Any help or advice would be much appreciated!
