I am looking to create a HTML newsletter that looks professional. Does anyone know of any free or cheap software to help do this?

Easiest way is to probably look into HTML yourself and write it from scratch. W3Schools are very good for this and other useful languages like CSS, Javascript, ASP, PHP, SQL, Flash, HTML DOM - you get the idea
Also look around at other newsletters and get ideas and inspiration from that (get a seperate free email address to register for them at though)
Just remember not to ask people to click links and enter information without telling them why, and make sure you have someone's permission from a link sent to them by email before you add them to your mailing list. e.g. When they subscribe send an email to the address they subscribe with confirming it and saying they need to reply to be added or do nothing to not be added.

Also provide a link at the bottom of the newsletter that they can use to unsubscribe.0
