this is horrible - I really sympathise with you.
i would persist with your landlord. When you contact him go armed with info on the exact cost of fitting the lock - have a quick ring around. If you can prove it won't cost as much as he thinks, it may help your case. Alternatively, what would the financial penalty (presumably your deposit) be if you did fit one anyway? Is it worth the hit?
could you fit a simple lock, and remove when you have inspections/end of tenancy. It would be easy to fill a couple of small screw holes, if you are delicate.
I personally don't think that you should have to go to such lengths to hide your things in your room. I would also suggest talking to your flatmates again. Explain that a few things have disappeared and you are worried that strangers have got into the house - has anyone dodgy been to visit that sort of thing.
A bit of guilt tripping is always worth a try. For example, I had saved my cinema vouchers especially to take my little sister/girlfriend/boyfriend/mother/granny/depressed friend etc etc to see a specific film blah blah blah. Or that the items missing had adversely affected your financial position. I amsure that others don't realise the impact of their actions a lot of the time.
I really wish you luck and don't get too disheartened. Not everyone is like that.
