Fine under railway byelaws (or not).

I recently received a ticket from NCP at a National Express East Anglia station car park. Without going into the reasons, I'm looking for advice about how I can tell for sure whether my ticket is genuinely issued under railway byelaws (ie enforceable in a Magistrate's court) - in which case I will put my reasons to NCP and hope against hope that it works - or whether it is simply a private invoice, in which case I will not be arguing with NCP or paying them. Thanks in expectation...

    The first thing to do is put a copy of the notice up on here for others to look over. Ncp seem to imply its under byelaw14 but are lying. Remove identifying features and check the stickies on how to use tinypic to post the scan/photo.

    NCP have been known to issue tickets that purport to be under railway byelaws, but the info on the back makes it clear that they are not. There is more info about these on the forums at https://www.pepipoo.com.

    How does one tell that the ticket is not issued under railway byelaws? Sorry for all the questions, I'm new to all this!
