Can I accept a payment I previously declined?

I have trying to reclaim around £1400 from Halifax. After jumping through all the hoops (hardship forms etc.) last month they eventually offered me around £400. I declined this offer hoping that they would fold and pay the whole lot, I even offered to waive the interest. I then recieved a letter saying that was the only offer they would be making. My situation has gotten even worse, what are the chances they will pay out after I declined?

    I would not decline any offer as it is not a full and final settlement of a claim. If your priority debt arrears(mortgage/rent, council tax, utilities) are less than the offer then try to negotiate with evidence that it only covers x amount of the arrears.
