How to block up gaps around bathroom piping?

We've recently moved into a new house. In our en-suite bathroom, the pipes go through the skirting board. Outside, a pipe goes through the concrete render to join up with the drainpipe. Inside, there are large gaps between the pipes and the skirting board, and outside, there are large gaps between the pipe and the concrete render. Obviously, this is allowing both insects and cold drafts to wiggle through from outside into our en-suite.
How should I block up a hole between a plastic pipe and concrete render?
And how should I block up the holes between water pipes and the wooden skirting board?

If the outside gaps are big then fill with mortar, otherwise clear silicone sealant will suffice, internally you can use an expanding foam, finish off with a filler and paint over.0

Ditto, however don't use an expanding foam if the gaps are quite small as it will go everywhere!
When you say new house, do you mean brand new? If so then get the developer to do it as part of the 'snagging list'

agreed, mix some cement up and fill in any gaps.thats what i did.0
