Painting over gloss on walls with emulsion?

Hi, can anyone help here.
My DD + bf has just got her first home (circa 1900) and the previous owner painted the cornices in every room in gloss! Do they have to sand it down before painting it over with emulsion? I know you've to sand down woodwork, but not sure about the cornice with it being plaster.
Also, if they're wanting to paint over the dark walls (plastered only) with a lighter colour of emulsion (colours now are mainly dark green, bright green, orange, mustard yellow, grey and maroon), is it best to go over with white first or 2 or 3 coats of top coat in order to get best cover.

Emulsion would not adhere to gloss, so yes, she would have to sand all the gloss off. She might get away with just a bit of sanding to 'key' the surface, but really the gloss needs removing. As for the other walls, If the paint they are planning to use is expensive, then I would just put a few coats of cheap magnolia or white on first to cover the garish colours, then a final coat of whatever light colour they are choosing

I've used emulsion over gloss (successfully) after a good wash down with a very strong sugar soap solution. I left it on for a while to key the gloss.This is an open forum, anyone can post and I just did !0
