Paypal won't let me issue a refund?

I need to issue a refund but paypal won't let me.
Basically it says 'Your refund must not exceed your available balance. If you have funds in another currency balance, you may want to consider transferring funds from other currency balances.'
But also says at the bottom of the page 'Note: If your PayPal account balance doesn't have enough money in it to cover this refund, money will be automatically transferred from your backup funding source.'
My normal funding source is my bank account, why will it not refund from there?

Because your refund must not exceed your available Paypal balance.
They take the money from the bank account if after you have issued a refund your available balance goes below the refund value. To issue a refund in the first place you need to have sufficient funds in the Paypal account, I guess.0 -

can you not add money to your PayPal account using your bank account, through card or direct debit, then issue the refund once you've done that?0

I had this problem last year, in the end I had to get my sister to send me some paypal money so I could refund a buyer . I had this problem last year, in the end I had to get my sister to send me some paypal money so I could refund a buyer . Then as soon as I sold something else and had funds again I just refunded my sister, so no fees were payable in the end by either of us.

i tried to do a partial refund also for £30 but i wouldnt let me dont know why but my overall expewrience with ebay and paypal is that its !!!!0

I had that trouble recently and when it says it would take money from bank account to cover the rest of the refund that was not already in my pay pal a/c and it took over a week for the person to get the refund and I tried to cancel it once I realised but couldn't.
So getting someone to send you some by pay pal as advised earlier seems to be the best way0
