Makes sense to me.
My understanding of what the BT company representative said is the same as yours but, if anything, the standard weekend rate is 0p per minute for the first hour and 4.5p per minute afterwards.
There is no stated price mechanism at

Just to confirm what Donna has stated above, a chargable call needs to be made to get free calls at the weekend. If no chargable calls are made then the first call at the weekend will be charged at 4.5p per minute. Any calls made after this are free.“Official Company Representative

I know it's obvious, but you too have neglected to give a source for this.
It is most unusual for the T&C or the Price list to be so unenlightening on a issue which requires handing over money to BT. Contrast this with the equivalent situation for the present line rental offer and one wonders why it is silent on the removal of the 0p per minute rate (which is the only stated rate for the first hour of a weekend call) for the first call at the weekend. Omitting any mention of such a charge is not something one would associate with documents which have legal standing.
Moving on, I've another query.

I came across this thread researching Orange Starter. Is it correct that you cannot use 1280 whilst with them ? It would save me £8 per month on my broadband which would more than compensate for the increased weekday call charges against Primus, but if I have to pay for caller id and weekend 0845 etc it probably isn't worth the change.0 -

The first two posts in this thread strongly indicate you will get no joy with 1280 from an Orange phone. Also, during the sign up procedure for Home Starter you will getplease note:
I am the account holder for my home phone line and happy for Orange to take over my home phone calls from my current provider (such as BT). I understand that bills for my home phone calls will come from Orange and my line rental is still payable to my current provider (such as BT).0 -
