Noisy neighbours

Yes another thread about noisy neighbours!
Don't worry I won't go into too much detail but basically the people that live upstairs from us have two young boys aged under 10 and their playroom is directly above our living room. From when they get home from school till bedtime (which is normally well after 9pm at night), our living room is subjected to all manner of thumps, bangs, shouting, screaming, noise of toys being thrown on the floor, we can hear every word they say, when they walk around in high heels etc. It's clearly some floorboards or parquet flooring that they've got up there and the noise has become steadily worse since Christmas.
We are working to resolve this with upstairs who own their flat, our landlords who are also our neighbours (and friends! We are very lucky with our landlords, they are very supportive) and they not only also have to suffer with noise from upstairs but also with irrational complaints.
I'm not in the UK but I believe that legislation requires that anyone putting down hard flooring needs to have sound insulation is valid here. Does anyone know roughly how much this might cost, including installation, for an area say 25 square metred? Our bedroom (thankfully!) is insualted and the neighbour wrote in response to our that it cost him '120,000 euros when I bought the flat in 1996' to put down the which I find slightly ridiculous. Another idea was that they buy some cheap but thick rugs from somewhere like Ikea which should also soak up the noise- that should work shouldn't it?

I live next door to a family of 3 young boys and i hear it alllllll day and night unfortunalty all we can do is turn the tv up and block it out as there young boys. Not sure if there are any rules when you live in a flat but im sure someone will come along that knows xx0

noisy neighbours over here are dealt with by the environmental health people i think?? do you have something similar????0

Contact a firm such as this one for advice - they offer products to put on ceilings, walls and floors, including stuff that goes under a floor or acoustic underlay that goes under a floor covering.
You say that the people upstairs make "irrational complaints" - does this mean they can hear noise from you as well?
Have you invited the parents to come down whilst their kids are playing so that they can hear for themselves?0 -
Irrational complaints- with our LL/neighbour, complaining about their builders doing work at times when they're perfectly allowed to. Or the time when a few weeks ago, due to an accident I was getting around with crutches and I heard lots of people walking up and down the staircase in our building as I was getting ready to go to the phsyio. I opened the door to investigate, fearful that there would be 100s of people on the stairs or equipment but I only saw him walking down the stairs (which face our flat door). As I was still getting ready for my appointment, I closed the door. He wrote to our landlord last night that 'I slammed the door in his face (English isn't his first language but it is of our LL which give a brilliant impression of me- he was nowhere near me!) without saying a word.'
We are going to suggest that the parents do come down when we have a meeting which could well be tomorrow- I have been cleaning and tidying up like a madwoman today as we thought we might meet tonight. They've actually acknowledged tonight that they are noisy but that they pretty much don't care.0
