I'm pretty sure (no doubt someone will correct me if I'm wrong) that copyright is a civil issue. Therefore, what's legal and illegal is determined by test cases.
Bernie is spot on saying that strictly speaking any copying of copyrighted material is illegal, but it's the purpose and distribution of the copy that determine whether or not action is likely to be taken against you.0 -

Actually, it's allowed in UK lawSection 70: Recording for purposes of time-shifting.
70.-(1) The making in domestic premises for private and domestic use of a recording of a broadcast solely for the purpose of enabling it to be viewed or listened to at a more convenient time does not infringe any copyright in the broadcast or in any work included in it.
