Explorer is run via the registry entry in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
But you cannot run any .exe programs? So you cannot check the registry entry for this?0 -

That's correct I can't run any .exe files at all. Nor .cpl files.

Sorry, it appears to download a small file now, rather than the whole thing. Alternatives are winpe/bartpe or linux rescue cds.0
