reclaiming money from a car trae center?

hi guys not sure if anyone can help me here but heres my issue.

i recently bought a car from a trade center, when buying it i knoticed that there was not a full 12 months MOT as advertised, i then started to leave not wanting the car any more. the dealer then said that if i brought it back to them they could MOT it and cover the cost of any work to be done if i payed the MOT charge. so i figured that soundt ok and i got it down in writing on the recept. anywat a month later i took the car back had it MOTd and came to a hefty £400 (was welding needed doing)
the garage was not owned by the trade center they just deal with work for them) so i rang the manager at the trade center and asked him how he wants to paye for it, - long story short i ended up paying the £400 and the MOT charge and he "will" send me a check after sending him the recepts. so - done that and no reply, i gave them about a moth and still nothing so i rang the garege a few times and got such replys back as the manager isnt in, oh and they saif the buisnes has changed management! i have found out it hasnt. so what should i do next? im thinking small claims but i know nothing about it.

says mot cost to be payed by customer any repeirs to be payed bt (the trade center) at a later date
