Probably eBay, but make sure you're getting a genuine CD with key.
Or, if you want to buy new, buy Office FrontPage 2003 Upgrade from Amazon (£53.97 - cheapest I've found), for which you'll need to check the Upgrade Eligibility. If you don't have any of the qualifying products you could buy Frontpage 97 from eBay for a total outlay of around £60 I would expect.0
