Council Tax?

Hello people! I am usually on the N. Ireland board but my eldest daughter is moving to Cardiff for 2 years in Sept.(Living in postgrad. accommodation at Severn Point)
My understanding of the legislation is that as a part time student, she will be liable to pay full council tax.
Two questions: Is the tax the same for everybody ( not related to the value of the property) and..
how much is it?

The rent is inclusive of Council Tax. Hope this helps.

Severn Point is nice - my partner lived there for a year when we first got together! Her flatmates left a little to be desired, by the accomodation itself was good, and very secure!

thank you both1 I'm still confused however, I did read the link and it says that full time students are exempt from council tax And that utility costs are included. I knew that bit, I'm just worried that she wont be able to get an exemption certificate from RWCMD as she is part time. I should ring them I guess.
Did your partner study there or Cardiff uni. Lady fluff?
I can see me asking lots of???on the Welsh board from now on!
