cheaper way of getting married in italy

we are getting married as i have posted before,in italy,we havent decided on lake garda or the venetian riverea.
we have been contacting thomson,thomas cook and just for the wedding paperwork etc,it is from £680-2000.
is there no way we can orginise this ourselves so it would be cheaper?

I can't offer much constructive help except to saythat my SIL managed to do it, but was lucky enough to have an Italian bridesmaid who did all the translation. I think it would have been very hard work otherwise.
She also had to go out there before the wedding to hand oversome paperwork, which I assume the tour operators are somehow able to do instead?
She got married in Como at the Town Hall; it was absolutely amazing - she had a water taxi from her hotel to Como and then walked through the cobbled streets to the Town Hall - when we walked back to the water, people waved and clapped and beeped their horns for them (even a dustcart!); it was incredibly unique and special. Lake Como is magical.Everything that is supposed to be in heaven is already here on earth.
